Materials Needed:

PSP X3 or any version should work. 

Tube of choice. I am using the beautiful art of Renee Biertempfel.

Eye Candy 4000 - Gradient Glow

Lets begin.

Open a transparent 700 X 700 image.

Open frame 1 resize 75% copy - paste as a new layer.

With the magic wand click inside the frame - selections - modify - expand 2 - invert.

Open paper 6 copy - paste as a new layer.

Hit delete on your keyboard.

Selections - none.

Move this layer below the frame layer.

Open your tube resize 75% - copy - paste as a new layer.

See my tag for placement of the elements.

Open element 8 resize 75% - copy - paste as a new layer.

Image - free rotate - right - 90.

Duplicate - image - mirror.

Open element 11 resize 45% - copy - paste as a new layer.

Duplicate - image - mirror. 

Open element 10 resize 50% - copy - paste as a new layer.

Duplicate - resize 75%.

Duplicate - image - mirror.

Open element 17 - copy - paste as a new layer.

Open element 3 resize 35% - copy - paste as a new layer.

Open element 12 resize 75% - copy - paste as a new layer.

Open element 13 resize 35% - image - free rotate - right -125.

Open element 6 - copy - paste as a new layer.

Arrange - send to the bottom.

Duplicate move down a bit so that they show below all the elements.

Highlight your raster one layer, it should be empty. If not then you need to add a new layer and the arrange - send to the bottom.

Selections - select all.

Open paper 2 - copy - paste into selection - select none.

Apply your mask - merge group.

Resize 85% - move it down so that you can just see it under the flowers.

A little hint if you add a new layer send to the bottom and fill with white you can see where your mask edges are so that when you crop you won't crop to close.

Crop and resize. Be sure to sharpen.

Open the word art resize 40% copy - paste as a new layer.

Apply Eye Candy - Gradient Glow - Basic - Size 4 - Soft Corner 25 - Over All Opacity 100 - Color -  Medium - White - pull the color down to just over the first small square - Opacity 100.

Add © copyright information, license number and any text or name you want.
